Policy Blueprint Drafted for State Led Medical Value Tourism Ecosystem in Telangana

Hyderabad, February 20, 2026: Telangana Tourism convened a high level stakeholder roundtable to deliberate on establishing a Telangana State Medical Tourism Society and drafting a structured policy framework for an integrated Medical Value Tourism ecosystem in the state. Senior representatives from government and industry participated in discussions focused on institutional design, governance mechanisms, and long term sectoral coordination.

The first session examined the proposed Telangana State Medical Tourism Society as a central coordinating body for the sector. Deliberations covered stakeholder alignment, facilitation systems, regulatory oversight, and unified industry representation. Participants highlighted Hyderabad’s clinical outcomes, healthcare infrastructure, cost competitiveness, and integrated healthcare hospitality aviation ecosystem as strategic advantages in expanding its share of the global medical value travel market.

Discussions emphasised the need for a transparent grievance redressal framework, structured familiarisation programmes for international delegates, and a formal licensing system for facilitators to maintain ethical standards and consistent patient experiences. The proposed society is expected to anchor policy direction, global branding, and coordinated international outreach.
The second session focused on a recommended framework for establishing an integrated Medical Value Tourism hub in Hyderabad, aligned with the Union Budget vision of developing five national MVT hubs. The proposal includes a greenfield medical city under a public private partnership model integrating hospitals, wellness providers, ayurveda institutes, medical colleges, research centres, and tourism facilitation services. A detailed recommendation paper will be prepared for submission to Union Ministries.

India’s medical value travel sector continues to expand under the Heal in India initiative. Industry estimates place the market at USD 20.4 billion by 2026 and project growth to USD 25 to 28 billion by 2030, driven by global demand, improved visa facilitation, and integrated care delivery models.
Hyderabad has consistently ranked among India’s top three medical value travel destinations. International patient inflows have more than doubled over the past decade. The city hosts more than 50 NABH and JCI accredited hospitals with approximately 12,000 beds, supported by tertiary care capabilities and connectivity through Rajiv Gandhi International Airport, which handles over 31 million passengers annually.
