France and Germany Gain Ground as Global Study Abroad Choices Shift

International students are reassessing their preferred study destinations as tighter visa processes and greater scrutiny affect applications to several traditional overseas education markets.
For the Fall 2026 intake, France, Germany and the United Kingdom are attracting increased attention from students who are widening their search beyond long established choices such as the United States and Australia. The shift reflects a more informed and flexible approach among applicants who are considering visa conditions, course quality, financing options and the time required to complete admission procedures.

France has recorded notable growth in international student residence approvals. According to figures cited from the Directorate General for Foreign Nationals, the country issued 118,000 student residence titles in 2025. These remained the largest single category of first time residence permits granted in France during the year.
Germany also reached a new milestone by hosting 402,000 international students during the 2024 and 2025 academic period, the highest number recorded in the country. India emerged as Germany’s largest source country, accounting for just under 59,000 students. The figure represented an annual increase of 20 per cent, according to data cited from DAAD.

The United Kingdom continued to attract Indian applicants despite wider concerns surrounding international student policies. It issued 95,231 study visas to Indian students in the year ending December 2025, representing a rise of 7 per cent. The overall study visa grant rate in the United Kingdom stood at 96 percent during the year, according to figures cited from the Home Office.
Alongside these established destinations, the Netherlands and the United Arab Emirates are also gaining attention as students consider a wider range of countries for higher education.

The changing pattern indicates that applicants are no longer relying on a single destination strategy. While pursuing engineering and other advanced programmes in the United States remains an important goal for many Indian students, visa uncertainty is encouraging applicants to prepare alternative plans. Students from African countries are also increasingly considering France and Germany for the Fall 2026 intake.

What is genuinely interesting is that a growing number of students are just as confident flying to Germany, France, or London instead. It is no surprise that this year alone France saw a real jump in numbers, with the UK and Germany following close behind.”

According to Kapoor, destination preferences have changed in previous admission cycles, but the present shift is being shaped by both policy uncertainty and greater awareness among applicants.
She said, “Visa crises and policy changes have always played a role in where students end up. What is happening in the US right now, with the policy changes and the added scrutiny, is genuinely frustrating for some students who had their hearts set on one specific plan. But here is the flip side. It also means these students get to keep their full timeline to complete their education properly, rather than rushing anything. And honestly, the students of today are different. They are determined. They are well informed. They know exactly what is happening and they are not going to be left behind because of it.”

The current cycle also underlines the importance of verified guidance. Students must assess the university, destination, course structure, visa process and financial requirements before accepting an offer. Kapoor advised applicants to seek support from people with direct experience of international admissions rather than relying only on informal recommendations.
