Andhra Pradesh sets 2027 land dispute target as Chandrababu Naidu pushes farmers’ welfare and law and order focus
At the sixth Collectors Conference, Chief Minister N. Chandrababu Naidu said water for the khariff season will be released on May 15, 2.5 lakh house warmings will be held as an Ugadi gift, and district collectors must prioritise farmers’ welfare, tougher law and order enforcement, and technology-led governance. Chief Minister N. Chandrababu Naidu used the sixth Collectors Conference to place farmers’ welfare, land administration, welfare delivery and law and order at the centre of Andhra Pradesh’s governance agenda.
Addressing district collectors, the Chief Minister said greater attention must be given to farmers’ welfare and proposed the setting up of an Indian School of Agriculture on the lines of ISB to address issues in the farm sector and support AI based agri services for farmers. He said water security must remain a priority and announced that water for the khariff season will be released on May 15. Naidu said groundwater levels across the state had risen to 8.10 metres and asked collectors to implement a 90 day programme from April 1 for water conservation, including desilting work in water bodies. He said 614 tmc of water was available in reservoirs across the state and added that the increase in groundwater levels could help the government save Rs 14,000 crore in power subsidy. He also said the Veligonda project would be completed by July and that the Polavaram project would be completed in 2027.
On land administration, the Chief Minister said Andhra Pradesh would be made a land dispute free state by 2027. As part of that effort, he said a special programme would be organised on the 9th of every month across all districts. Land records, he said, would be uploaded to a portal, while blockchain technology and QR codes would be used for pattadar passbooks to make them tamper proof. The Chief Minister also outlined welfare and livelihood targets. He said 2.5 lakh house warming programmes would be held as an Ugadi gift. He announced that free bus travel for physically challenged persons would be introduced under the name Indradhanassu. Referring to the one family, one entrepreneur goal, he said 1.12 lakh women had emerged as micro entrepreneurs and that the target was to increase that number to 5 lakh.
Naidu said there would be no compromise on law and order and directed district collectors to act firmly against those violating the law. Referring to incidents including diarrhoea cases in Srikakulam, adulterated milk deaths in Rajahmundry and a firecracker unit mishap in Vetlapalem, he said rule violations were contributing to such incidents. He asked collectors to make field visits for eight days every month and directed secretaries to spend four days a month on field monitoring. He also said every household should receive a drinking water tap connection within two years and internet access through fibre grid within three years. Collectors, he said, should make better use of technology and AI to improve results, while also promoting digital literacy for more effective use of WhatsApp governance. He asked them to focus on grounding projects in their respective districts. Referring to the impact of war, the Chief Minister said special attention should be paid to the safety of NRIs. He also said officials should look for alternative markets to protect farmers’ interests in view of the pressure on the agricultural sector.
