Kenya has moved mineral royalty administration onto a nationwide digital platform with the deployment of a Royalty Management System developed by CSM Technologies Limited for the State Department for Mining, Government of Kenya.
Implemented through CSM Tech Limited, the company’s wholly owned Kenyan subsidiary, the platform went live on September 28. It now serves as the official digital channel for mineral royalty declaration, assessment, payment and monitoring across the country.
The system enables mineral right holders and licensed dealers to complete royalty related compliance processes online. Users can register and manage miner profiles, submit royalty declarations, receive automated assessments, generate invoices, make digital payments and track compliance status.
The platform also provides authenticated transaction records and information on penalties and outstanding liabilities. Integration with mining licence records and secure audit trails supported by role based permissions are intended to reduce manual intervention in royalty administration.
Government authorities can use the system to monitor royalty accruals, payments and compliance trends in real time. The platform is also designed to support reconciliation and the distribution of royalty revenues to county administrations and host communities.
Under Kenya’s Mining Act, Cap 306, mineral right holders are required to pay royalties on minerals produced and sold. The revenue sharing structure cited in the announcement allocates 70% of royalty proceeds to the National Government, 20% to County Governments and 10% to Host Communities.
Figures cited from the Kenya National Bureau of Statistics 2026 Economic Survey indicate that Kenya’s Mining and Quarrying sector grew 14.9% in 2025 after contracting 7.8% in 2024.
Separately, figures from the State Department for Mining cited in the announcement place Kenya’s mineral exports at approximately US$220 million in 2024 to 2025, with KSh 991.3 million generated in royalties.
The rollout covers participants across Kenya’s mining sector, including large mining enterprises, mid sized operators and artisanal and small scale miners.
The State Department for Mining is facilitating onboarding, registration support and technical assistance through Madini House in Nairobi and County Mining Offices across Kenya.
CSM Tech Limited has been given responsibilities covering solution design, development, deployment, capacity building, knowledge transfer and support following the system’s launch.

The Kenya project draws on CSM Technologies’ previous work in digital mining administration in India. The company has delivered RajMines for the Department of Mines & Geology, Government of Rajasthan, which it says has facilitated more than 20.5 million digital transit permits.
Its other mining platforms include the Integrated Mines and Minerals Management System for the Government of Odisha and Khanij Online for the Government of Chhattisgarh.
The Kenya deployment adds to CSM Technologies’ work across Africa as public authorities adopt digital systems for administration, financial accountability and service delivery.
