National CORE and Linc Housing Begin Work on 456 West, Bringing 91 New Affordable Apartments to Downtown San Pedro

SAN PEDRO, Calif., May 5, 2021 /PRNewswire-PRWeb/ — Linc Housing and National CORE, both nonprofit developers of affordable and supportive housing, have partnered to build 456 West, a 91-unit apartment community in San Pedro for families and individuals earning between 30 and 80 percent of the area median income. In addition to new housing, the ground floor will house a health clinic in partnership with Harbor Community Health Centers, providing primary care, behavioral health, and pharmacy services.

This newest community is the third property developed jointly by the Linc Housing and National CORE team, with more in the pipeline. In addition to 456 West, the two nonprofits have an aggregate of 1,216 affordable and supportive homes in construction.

“Affordable housing should be within reach to every Angeleno — especially those who have suffered most directly from generations of disinvestment, neglect, and poor urban planning,” said Los Angeles Mayor Eric Garcetti. “This project shows us what progress to defeat this crisis looks like, and it will serve as a model for countless developments to come in this neighborhood and others throughout our region.”

456 West also has support from Los Angeles Councilmember Joe Buscaino. “The only way for Los Angeles to get out of its current housing crisis is for the City to continue to approve new housing for all income levels,” said Buscaino. “This includes building affordable housing, like 456 West, which is one of many developments throughout the City that will help us ensure families have homes they can afford.”

The new six-story building, located at 456 West 9th Street in San Pedro, will have five studio, 27 one-bedroom, 35 two-bedroom, and 23 three-bedroom apartments, as well as one two-bedroom manager’s unit. The building will also have a community room with computer and kitchen areas, a gym, and bike storage. Outdoor community spaces will include play areas, picnic terrace, and community lawn. 456 West will be an electric-only building, resulting in lower carbon emissions, lower air pollution, and increased resiliency.

“Building housing for people at all levels of income is the best way to ensure strong, stable communities,” said Suny Lay Chang, president and chief operating officer, Linc Housing. “456 West will add even more vibrancy to this dynamic, walkable neighborhood by adding 91 new families who will be supporting San Pedro’s downtown businesses.”

The Hope through Housing Foundation will provide onsite social services to help elevate the health, well-being, and self-sufficiency of residents. A professional service coordinator, in conjunction with local community partners, will arrange an array of programs addressing resident health, parenting skills, employment, money management, exercise and nutrition, and youth development.

“National CORE is so proud to be part of a development that encompasses the vision set by the City and its aspirations for the future in the areas of housing, mobility, and infrastructure,” said National CORE President and CEO Steve PonTell. “This beautiful community will offer opportunities and resources to the residents and the community at-large.”

The land for the new community was donated by the City of Los Angeles. Other funding sources include HOME funds managed by the Housing + Community Investment Department of the City of Los Angeles (HCIDLA), tax credits through Raymond James, construction loan by Bank of America, and permanent loan by California Community Reinvestment Corporation.

RRM Design Group designed 456 West and National CORE is the general contractor. The development is due to be completed in early 2023. Rental information will be available closer to the completion date.
